The No Child Left Behind Act of 2001 (NCLB) is a United States Act of Congress concerning the education of children in public schools.

NCLB was originally proposed by the administration of George W. Bush immediately after he took office. The bill, shepherded through the Senate by co-author Senator Ted Kennedy, received overwhelming bipartisan support in Congress.

NCLB supports standards-based education reform, which is based on the belief that setting high standards and establishing measurable goals can improve individual outcomes in education. The Act requires states to develop assessments in basic skills to be given to all students in certain grades, if those states are to receive federal funding for schools. The Act does not assert a national achievement standard; standards are set by each individual state.

Since enactment, Congress increased federal funding of education from $42.2 billion in 2001 to $54.4 billion in 2007. Funding tied to NCLB received a 40.4% increase from $17.4 billion in 2001 to $24.4 billion. The funding for reading quadrupled from $286 million in 2001 to $1.2 billion.

During his 2011 State of the Union Address, President Barack Obama announced his intention of replacing NCLB.

January 25, 2011 – President Barack Obama: (Quote) “When a child walks into a classroom, it should be a place of high expectations and high performance. But too many schools don’t meet this test. That’s why instead of just pouring money into a system that’s not working, we launched a competition called Race to the Top. To all 50 states, we said, “If you show us the most innovative plans to improve teacher quality and student achievement, we’ll show you the money.”

(Quote continues) “Race to the Top is the most meaningful reform of our public schools in a generation. For less than 1 percent of what we spend on education each year, it has led over 40 states to raise their standards for teaching and learning. And these standards were developed, by the way, not by Washington, but by Republican and Democratic governors throughout the country. And Race to the Top should be the approach we follow this year as we replace No Child Left Behind with a law that’s more flexible and focused on what’s best for our kids.” (End of quote) http://www.whitehouse.gov/the-press-office/2011/01/25/remarks-president-state-union-address
